Conservation Commission Minutes 09/30/2015

Attendees:      Carol Irvin, Karen Day, Neal Brown, Conrad Dumas, and Janet Lutkus

The meeting was called to order at 7:35 pm.

The following items were addressed:
  • Update on Ray Cilley’s property – Report from Neal.
  • Stumping the property to allow for seeding (with conservation mix) is complete. Neal noted that Ray also left a nice group of Maple trees.
  • Ray is currently dealing with the Bittersweet invasive.
  • The road is finished and the bridges are in.  Neal is not sure if the cross treads are on the bridges yet.
  • The Buckthorn treatment requires a two-year treatment process. The process will probably start next fall with herbicide treatment of new growth in field and new growth at water’s edge.  Treatment of the area near the water requires approval of the DEA.
  • Neal will write a Request for Proposal (RFP) for treating all new growth of buckthorn in coming year.
  • Although the current thought is to identify the new growth of Buckthorn next fall, Neal suggests that in his RFP, we query the best date for identifying new growth.  
  • The RFP will go to each of the three vendors who have been on the site. Neal will draft the RFP and get the Conservation Commission’s full approval before issuing it to each of the vendors.
  • The commission has paid the Merzi trucking bill for Ray’s wetlands restoration/trail upgrade -$17,500.
Action Items
  • Neal will prepare RFP for commission to review.
  • The Conservation Commission will review draft RFP, giving feedback to Neal.
  • Neal will continue to update the commission.
 
  • Sunset Lake – Update from Carol and Neal.
  • The commission has paid the bill for the Phragmites removal at Sunset Lake.
  • Neal reports that the mature Phragmites stems should be cut this winter.  Depending on the diagnosis, the treatment may need to be repeated.
  • Kinder Morgan pipeline meeting – Report from Conrad.
  • Conrad went to the meeting at Franklin Pierce College last night. A lot of conservation committee people were there and the public was well represented. Attendees documented health issues caused by fracking and gas. Currently there is no Federal support against the pipeline. NH  politicians have not taken a stand. Conrad urges us not to be complacent about the outcome.
  • Rymes – Rymes has discontinued selling gasoline.  The gas pumps currently remain on the site in Greenfield.
  • Conrad questioned what will be done with the property and the remaining tanks.
Action Item
  • Karen will ask Aaron what the plan is for the abandoned pump sites and property.  She will ask what the plans are for cleaning the site up.
  • Mail received by commission: Update from Carol.
  • Bob Marshall has an intent to cut.  
  • Replacement of 15-inch concrete culvert on Forest Rd to be replaced with plastic culvert.  This area is not related to the areas of Otter Lake or Powder Mill Pond.
  • The NHACC’s annual meeting and conference is coming up.  October 28th is the deadline for registration.
